    Founded Wellsburg, W.VA. then called Charlestown after him.(Recorded in 1789).
    Charles laid out the Town that was first called Charlestown and later changed
    to Wellsburg. He was one of the first to settle there and owned the land.
    Shortly after it was settled a lady was killed and scalped near the river
    which the settlement was located on. The Mingo Indians had an encampment on
    the other side of the river and nearby. Nothing else recorded of this event.

    Circuit Court (Tuesday 18th March)
    Commonwealth vs. John Prather.
    This case grew out of a rather aggravated assault and battery with a club by
    John Prather upon John Miller, last July, in which moving some boards and some
    unscriptural talk figured largely in the case.
    Prather fined $17 and cost.

    Commonwealth va. Hetty Jordan.
    Hetty committed a violent assault upon John Miller for which the commonwealth
    "tuck" her up and fined her 16 cents and costs.
    She had been previously fined for the same offense by the mayor of the town,
    and probably the law in her case was fully expiated.
